Key Accountabilities:

Role Purpose

leads the procurement of goods and services for the organization along with managing each part of the supply chain to ensure consistent delivery of goods and services while identifying possible obstacles that may affect productivity. Ensuring the items or services obtained for the company are high quality and fall within the budget requirements. Developing and updating the policies related to purchasing time to time to provide guidelines for procurement staff to follow. Head of Procurement is also responsible for training and supervising the team.

KEY ACCOUNTABILITIES

  • Develops strategically sound and cost-effective measures for the purchasing of materials required by the organization.
  • Leads continuous evaluation of spending operations while seeking ways to improve and enhance the quality of products purchased and the timeliness of deliveries.
  • Leads and drives initiatives that deliver improvements in the efficiency and effectiveness of procurement activity and creates and updates a simplified process for end users time to time.
  • Leads conducting of cost analyses and setting benchmarks for further improvement
  • Effective supervising of procurement team and delegating tasks across the section when necessary
  • Maintaining relationships with suppliers while continually updating additional vendors for purchasing efficiency.
  • Attending Trade Shows, Conferences and Meetings for gradual knowledge update.
  • Working collaboratively with key stakeholders to achieve budget savings targets that support the achievement cost efficiency.
  • Responsible for objectives development and implementation for the Section
  • Develops and implements work related policies and procedures in collaboration with centralized QM departments.
  • Plans and implements systems/workflow that perform the work and fulfil the objectives of the section efficiently and effectively.
  • Manages the preparation and maintenance of reports necessary to carry out the functions of the section. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
  • Ensures that employees are provided with sufficient supervision, instruction, training, and equipment to enable them to perform their duties safely.
  • Motivates staff and empowers direct reports by providing the necessary tools and support required to meet business goals
  • Establishes clear direction, prioritizes tasks, assigns, and delegates responsibility; monitors individual performance, provides regular feedback, and takes prompt action where necessary
  • Builds opportunities for staff members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
  • Provides guidance and ensures staff members comply with QM’s policies, processes, practices, and systems.
  • Implements Qatarization programs to enable QM to attract local talent and to develop talent over time to take on meaningful roles within QM.
  • Works with the director to plan, recruit, interview, select, and hire staff according to the workforce plan and business needs.
  • Maintains excellent communication levels within the Department and across other QM departments.
  • Represents the department/organization as appropriate within the organization, locally and internationally.
  • Collaborates and build working relationships with related business stakeholders, external vendors & service suppliers, and international museum & industry peers.
  • Manages the overall operational, budgetary, and financial responsibilities and activities of the Section

  • Knowledge of Supply Management applications and Software

Education, Experience, and certification requirements

  • Minimum of a bachelor’s degree in supply chain management, business administration, purchasing management or a related field of study.
  • Master’s degree is highly preferred.
  • Other professional certifications such as SPSM, CPPM, CPP or CPPC are also highly preferred.
  • A Minimum of 5 years in the same filed.
